A bit late to the party but :

Arrived by air yesterday at Suvarnabhumi , no landing cards required but announced on the plane shortly before landing that they were available just before passport control. Whether that means some people still need them I don’t know, I suspect the announcement was made as passengers were asking if they were to distributed.

I certainly didn’t see them available but then again I was in a rush to get ahead of the others, one of the cons of being stuck in the back in cattle class 😞

May I know the name of this application? My employees have problem in reporting the 90 days online. I could not find any information until I found yours picture. 

If I am a Thai will I am able to use the application also?

I will find out at Xmas when I head back to UK. Anyway I have just checked the terms and conditions in the app and I think it means that as long as you have reported at that address anytime previously you should be able to use the app to report. See below.

I can't answer about the App.

You can register online via a PC here; https://tm47.immigration.go.th/tm47/#/register/add
Once registered, you can then submit 90-day reports online.
