The whole story sounds a bit slippery to me. The owner sold e-tickets for a salmon buffet at a discount. Some buyers bought a few k of those tickets, and re-sold them for a profit. No wonder the owner ran out of salmon. But fraud? He should have limited the amount of ticket each client could buy. And the clients who bought from the middlemen should complain there, not with the owner.
