100,000Baht for what exactly ?  I'm not a cat lover but unless there was more to it than the video showed the car owner is obviously just being a Knob.

Don't be so quickly to jump to conclusions. 

I can't tell which car that is, but a simple scratch from a cat in a certain vehicle can very well cost 100K THB to repair, I've had my car scratched by a car in Phuket, and if I wanted to fix the scratch the cost I got quoted was very similar to that.

My conclusion was drawn after I watched the car owners video, did you see a "Fierce or wild animal" pouncing on his car or clawing his roof ? He is a c*ck  just after a pay out.

 If there was damage why didn't he bother showing it on the video ?

I love cats, but sometimes they start clawing for no reason. On a trip to Phuket, we rented a villa, and the neighbor's cat had some fun clawing the roof of my Mercedes E63 AMG, it left some scratches (nothing crazy or huge, but still noticeable if you look at it). 

But fixing it in a proper way (not random Somchai botching it), I was quoted 50,000 THB. I am in suspicions the car on the video is more expensive than mine, so I would guess 100K is not that far off (may just need some negotiating).

I remember a car driver telling a suspect, who hit his car, to bow down to his vehicle and “wai” it.  Now someone wants $$ for cat scratches to their vehicle.  Another person obsessed with their piece of metal (crap) that they probably can barely afford loan payments on.  Morons.

They either seen you coming or you have an extremely high end vehicle. (Rolls or Bentley etc) If the latter then you can afford it.

Mind a car of 40 Hp plus will scratch a car, a domestic cat (1/1,000 hp???) would be lucky to mark a good paint job, Feel sure any "marks" would buff out. 100 baht at the local paint shop.

If your pet damages someone else's property, you should pay for the damages, that being said, wonder if they will legally be held accountable.

Curious how the legal system in Thailand will handle this

It is up to prove it. From the video it looks as there is no hard evidence the cat scratched or even used the claws extended while jumping. Pure paw pad action. What could have happened is the owner came out of the house and rushed the cat to shoo scare it away. Then I could see the cat startled and it's claws coming out making a fast exit. In that case it would be their fault.
