Have you been here in the last 2 years since the start of covid?  Yes in patong in phuket before covid the police targeted tourists every day along 200 pee Road at the Deck and further on at the crossroads.. if you are here or have been here in the last 2 years you would see how much they have changed..as @Thommo said  just stand at the bottom of bangla Road and watch the police pulling people daily and definitely not thais.. yes years ago they didn't select tourists as much but what I'm referring to is now. Although its slowed down a bit with the full road stops from coincidence of being posted on Facebook. Worth a few days here to see for yourself

I don't believe they set up for just foreigners but what I've witnessed daily living here (and travelled here for many years) is they ignore up to 3 thais on a bike with no helmets. but just slow the traffic down and always pick the foreigners instead of thais.  even my thai gf can ride her bike through the road blocks wothout a helmet but I got stopped following her on my bike just to check my licence!  because I had helmet mask licence insurance they said I was free to go..

You can't make this stuff up!

They openly admitting, that the police is looking the other way, most the / for year/s. 

The 100% helmet is law for decades, for both riders, 3 riders are illegal, but no one cares, as long as the station chief is not saying, what are the targets for the day.

Sold  instantly, they simply dont want to wear it and lets be  honest if the fear of death or severe  disfigurement wont  persuade then nothing will

I know i need glasses to read but generally my eye sight is ok    as a rider myself i take notice of these things

As I said, it may have changed since covid and I haven't been there during that time 

So things could have changed

Speaking about helmets… if you value your head, and who doesn’t, the Scorpion with “puffable cheekpads” for a better fit and FIM certification (MotoGP) seems to blow all other helmets away for safety. It’s definitely my next helmet purchase (good bye my beloved Arai) unless something better comes along.  I based my decision on this video which is not sponsored by helmet manufacturers, only 1 month old and mainly discusses the various certifications available for helmets. Have a safe 2022!

You’re supposed to have a copy of your passport on you at all times when out and about. I store a copy of my passport ID and visa pages and a copy of my green book ID page under the seat. License in the wallet.

It might be, that they weren't so easy to spot like now, cause of many more on the roads. But on the Farang side, there is still the 'usual' species not using helmets, as it is the same from the locals population.

That was always the case, eben the past 2 Covid years, and it still is, these days.

On the other hand, the amount of full face helmets send to rise. Good, also it is the 400-500 Baht range, but still better/stronger as the 99Baht plastic bowls from supercheap

Personally, I'm finding this to be a bit overkill - as a resident status. 

Out and about, everyday - I've never carried my passport or copy thereof. 

Some of us are different.

And some pictures in a folder are not even heavy!

You forget your phone? How old are you? Keys, yes. Wife, yes. But money and phone? Come on.

You carry a driving license, do you? THAT is the place for the 500 Baht note! ;-)

Plus a picture of the numbers of the bill in the phone. In case it isn't there anymore, after a license check.

Aside that no one is tellin' you, NOT to put a 500 baht note under the seat of the bike

People should have a choice to wear a helmet. Like anything ells, freedom of speech and like decisions is very important.

What is desperately needed is education.then actually learn how to drive.

All accidents are avoidable if people are simply required to learn to drive. Need very strict requirements.

Also need anual safety inspection of all vehicles on the road.

Scooters must be limited to roads posted below 50kph

This depends on what the police will check;
1. Ability to drive: Your DL.
2. Legal visa: Your passport.
