However, if the wrong name or passport number is entered, the apps won’t synchronise, meaning the passenger in question cannot download the Mor Chana app

Well ... umm ... is it really the app's fault if you enter the wrong name  or passport number... 😕?

Just like vaccine passports for dining

It's unfair to leave the policing to the restaurant workers

I took 2 holidays in France last summer, one in Normany (4 hours driving from home) ad one in the Provence.
In hotels and restaurants I had to show my covid safe pass to the waiter/owner/reception.
I felt safe, and it just took them 2 seconds to check my pass.
If the staff can check on your clothing when entering (I remember times where a tie was required) like no shirt, beach clothes, etc... why not let them control that pass. You don't have enough police to control every establishment.
And I understand there could be a question of privacy.

I am all for a vaccine passport for dining out

I like it for me as a patron and love it for mh wife's safety as a waitress

But people are emotive about it, not like attire requirement

And there isn't anyway to police it but by restaurant staff, but it still isn't fair to them that it falls on them to do so

Ao's boss directed them to not take any action if someone puts up too much of a fuss/fit
