Much like Thailand has ceased its Test & Go programme that allows vaccinated travellers to enter the country without quarantine aside from waiting for an RT-PCR test result, Singapore is putting their quarantine-free travel plan on hold as well. Until the new case numbers slow, this is going to happen more and more - worldwide.  Wait and check again in 2022 when the numbers drop, before taking an international holiday. Hopefully there will be further waves of infections and the 'new normal' will arrive.  IMO :- In-home country Vaccinations, and a Negative Test, and Medical Insurance.

Think the big deterrent to travel is the uncertainty, can you get back and in the time frame you planned.

How do you plan for possible rule changes, quarantine changes, airline changes, hotel changes, surely the insurance companies will start backing out (or fees become extortionate) as they love and rely on certainty. That quick 4 week annual trip to Thailand to get the dirty water off your chest will become impossible, (work requirements), the family trip could be a potential nightmare.

Possibly one way is to get reciprocal health care agreements between countries and try to source your tourists with those countries not the be all and end all but a start.  Some countries have these agreements already and I'm sure the Insurers are very aware of it.
