That's because those are only the super rich they allow in. If I'm correct, they only go for wealthy foreigners like Thailand. When you filter the rest out, 45 will be your number of tourists.

It's much better for me to take a boat rental Miami, and just spend my time in a beautiful place, on a yacht, with a lower amount of money and no time wasted.
