Shortly after nightfall in Ethiopia’s capital Addis Ababa, volunteers wearing orange reflective vests and carrying sticks gather for a patrol by a neighborhood militia. “We are watching and securing the peace of the neighborhood,” member Leul Hassen told AP news agency.
