Probably because they don't own it to sell !!!  The Qataris do and the last time I checked Qatar  is not part of Saudi Arabia.

I would suspect  that the Qatari Investment Authority would not sell to the Saudis under any circumstances.  Now to the Chinese that could be a different story.
