By the term 'school authorities' does that mean, or at least imply, that this pupil-directive was nationwide?

If so, my daily news-reading failed to publicise this typical Thai bully-boy plan by the 'authorities', seemingly to demonstrate that their discipline was better on-line than it was in class?

Pretty newsworthy, I'm sure you'll agree, but it never made my news.
