Well I find this news quite surprising.  Is it an indication that some of the energy giants are considering that the UK has better prospects for business operations than the EU ? Perhaps the may be one of many anticipating that the EU future is perhaps all not as clear as it once was. Of course the Dutch are upset at the thought of losing Royal Dutch Shell HQ in what was considered an institution to them.

Use of tax havens and offshore accounts is coming under serious pressure in the EU.

Some companies will move their tax status to the UK in order to take advantage of the UK's refusal to address this issue.

It is of course a paper move. Very few jobs will be created in the UK because of it. It will also change again when the EU finally decides to rescind the "passporting" rights the UK currently enjoy with the EU.

It won’t create jobs but it will pay U.K. taxes. I will be amazed if this actually goes ahead. I think it’s nothing more than arm twisting by Shell on the Dutch government. Rutte and his team simply can’t afford for this to happen.

tax havens for the filthy rich, the trend was started with NTT whom in 2019 if I recall correctly just before brexit mysterically moved their financial holding to the UK.
