Thailand citizens and travel?

I posted in another room but it may be applicable here.  Seems different towns/cities have different rules on travel and Covid....

I want to fly to Krabi  (from BKK) with my Thai friend who has the AZ vaccine. This chart (see link) implies she is ok with the Vaccine but there is a Remarks section also. I don't know if that means another requirement "in addition" to the vaccine?

Correct... it is NOT clear on that site either. I assumed the new Thai Gov rules about trumped local "sandbox" rules. The other site I indicted did not mention sandbox.
