DDC focus vaccines on 70% in Bangkok before provinces

The Department of Disease Control has set an ambitious goal to vaccinate at least 70% of Bangkok residents by July. The department will focus on the capital city and prioritise distribution of vaccines to other provinces based on how severe outbreaks are in the area. I take it that 'by July' means by July 1st, i.e. within 31 days from now. I doubt it, somehow, since we know that if this improbable target is failed, the DoDC will simply claim that they meant July 31st, i.e. within double that time-scale . . . they're very adept at playing with dates.

Why can't they be honest and straightforward enough, simply to state a date rather than an entire month?
