If I was Pattaya I wouldn't be making any big moves of reinvention this early, just try to get back 50% normality and re-access after you see how things are going, plus, right now Chinese travellers aren't even allowed to leave the country so banking on Chinese tours groups is very risky... then there's the bigger issue of who has money for holiday after 2 years of this pandemic.
