I don’t think so. The form that you are thinking of is the PND91. If you work here and thus subject to PIT the Dept of Immigration doesn’t check that you have submitted your PND 91. However the Department of Labour does check when you apply for your next Work Permit. I “know” someone who worked in 2019 and didn’t submit their PND 91 for 2019 and they had no problem leaving the country in 2021. According to the BP article the tax will be mainly collected through personal declaration. Most people won’t be registered for PIT unless they work or have worked here. The time to be concerned is when they start requiring people to register for a tax ID when they apply for a visa. Wait and see I suppose. I remember in 1990, when I first came here as a visitor, you we’re supposed to obtain a tax clearance form if you stayed longer than 3 months which I did but it wasn’t asked for when I left. -

Your missive reads as an excuse for the violence. It's the fault of the "system" for not giving the criminals money. Your argument assumes that the paying off of violent criminals would stop the violence. How about we look at the history of the UK and accept the fact that life was until relatively recent times, a violent affair with horrific labour and child protection practices. Without going into an intensive retelling of the era of enlightenment that saw the approach to criminal justice "liberalized" The reality is that there was less money spent per capita on social services, mental health and policing during that liberal era than there has been since the cutbacks first brought in by the Thatcher government 40+ years ago. There was a large influx of Black and SE Asian people in the 1950's until the 1970's. The common trait of such immigrants was a work ethic, a respect for the laws of the land, a recognition of the value of education and a willingness to assimilate and contribute into general society. The white kids were just as prone to trouble back then as they are today, and they were often more impoverished than they are today and yet they did not rampage. Fast forward and what you have today are selfish, lazy people who have grown up in a world of being told it is always someone else who is responsible for their situation. No one is held responsible. Everyone has a sense of entitlement especially the 45-65 year olds who laid the foundation for todays cult of savagery. There are so many social support programs, that the fear of failure or a need to be accountable has been removed. Start holding people accountable for their misdeeds, including tangible penalties and the problem will be remedied. -

I blame Jihadi John aka Sadiq Khan The Mayor of London and The Labour Party for this state of affairs. This is what happens when the left wing Metropolitan Police Force stopped recruiting its Officers on their ability and started recruiting them on their sexual preference a number of years ago. You'll struggle to an Officer in a high crime area in London on a daily basis however if you misgender a member of The Alphabet Community you'll have a dozen knocking at your door in warp speed. As a Politician from a more sensible Party put it recently They need to stop policing tweets and start policing Streets.
