Not complicated.

In simple, broad brush terms, two doses of Pfizer is more effective than two of AZ, but one dose of AZ followed by one of Pfizer is as effective as two of Pfizer.

So "if you have 10 million astrazeneca and 10 million pfizer doses" and you mix them (AZ followed by Pfizer) you get the equivalent of 20 million Pfizer doses.
