Question: Who's readying themselves to take advantage of the good deals on condo's?

Those without big cracks - definitely it will soon be a good time to buy - meaning to make some very low offers and get a bargain. This will only accelerate the decline in Condo prices. The Thai economy IMO is hanging on and they are doing what they always have done (since 1990s crash) - dont address the underlying issues and fix things, just wait it out and things will turn around. 2022 - tourism will do it (bugger that did not work out).  OK then - 2025 - lets build casinos.  IMO this year the pricing of many things will start to fall/crash in Thailand, and that will be the time for people with cash to get some serious bargains.

You cannot keep a business going with tons of employees standing around all day doing Facebook while very few customers are coming in.  I understand that the boss/es are getting a cut of every worker salary being paid on the books, but there are only so many times the bank will agree to extend. The public service might be able to do that for a long time, but in business you eventually have to make a profit.
