Looks like they sourced the steel from a Thai Steel Manufacturer that has since been shut down for using cheap below spec components from China. I wonder how many other buildings they supplied steel to before they were shut down??  As usual - Thais will now close the gate after the horse has spilt the milk (that was Thai logic).
