The new copayment rule sounds like of the few good ideas authorities in Thailand has made. Why should someone with a lot of minor ailments keep getting free hospital coverage. If you have a cold or a sore foot, go to a clinic and pay a reasonable fee, but if you go to the free public hospital more than 3 times a year with such minor things, you should have to pay a little for such things.  The hospitals are not there for everything and are getting used too much - they are supposed to be for things that are at least a little bit serious and for serious things.
