Which will soon be taken over by shops with their signs and other wares, and by food vendors, and used as a second road and parking spot by locals with scooters. Billions will be in the Budget, and a few Million will be spent actually doing the work - the rest as @Mamachigawa said - graft and corruption. If you look closely you can see the pigs salivating as they espouse their BS about why the bucket of money is going to be created and put under their control.
