"The exploitation of children for begging, which has been a key concern, could have long-term consequences for the safety and well-being of these minors. Despite repeated calls to improve the city’s image and curb the practice, no effective solution has yet been implemented."

They are all part of organised crime and often are trafficked in to carry out these activities, the problem also exists in Phuket, Hua Hin, Bangkok and any other place with a large number of tourists. I am guessing as there is no effort made by the Royal Thai Police to round these people up and put a stop to it that money has changed hands somewhere along the line.

The Beggers carrying someone else's kids sat on the Soi's are disturbing but not so much in your face it's the Afghani/Pakistani dealers stood outside the 7/11's on 2nd Road Pattaya  for the last year that are annoying always pouncing on elderly Tourists trying to sell them magical cures .

They're like Roaches as soon as they're shops get raided they disappear for a few days and come back.
