The woman was charged with 2 offences

 

• Section 397 of the Criminal Law: Bullying, oppressing, threatening, causing embarrassment, and causing annoyance to another person. The penalty is a fine of up to 5,000 baht.
• Section 68 of the Tobacco Product Control Act: Smoking a cigarette in a public place. The penalty is a fine of up to 5,000 baht.

Why was she not charged with theft for bilking the hairdresser too??? It seems like foreigners are being treated leniently by the keystone cops and the locals have a point!
