Just tell PEA to study the possibility of setting up a thermal Energy plant and use all these husks, rice and sugar cane straw as  fuel to burn. That way it is put to good use and pollution can be controlled with proper filtering at the chimneys. PEA can just give the farmers some token of appreciation to buy them. May be the government can allocate some funds....for sure it will be much cheaper than spending millions to fight and control the burning and haze.
