Indeed, I am sure some agents can "grease the wheels", 5,000 baht or so under the table and a couple of bank employees will get that sorted out… But the legislation has tightened these past few years and to my knowledge, it applies to most banks and all their branches (though I am sure there are exceptions if one is lucky). I opened an account in the good old days (2010) with only my passport at Kasikorn Pattaya Klang… But nowadays, farangs who don't have long-term visas are better off going to BKK Bank, where they are almost sure of being approved as long as they have a residence certificate (confirmed by multiple people in different branches). -

Each Branch seems to make up its own rules, which confuses everyone. I have heard that certain Visa Agents (the lady who has her office in Soi Post Office in Patts being one such) can get a Bank Account opened for you with just a 60 day Visa Exempt, but how true this is I cannot say.
