Unless a permit is obtained then they are illegal. It’s called a public beach for a reason. Same goes for parks and gardens. I went to a public park yesterday and some ignorant clown had set up numerous straps tied between trees where he and his friend/customers?? were practicing tight rope walking. Oblivious to the fact that the park is a shared space which he had brazenly commandeered for his own purposes.
