So what? Drunk and disorderly Thais are mostly sent home, foreigners get an overnight stay. 1 in 100 people detained in a Thai police cell are foreigners. I made that number up but it’s probably close enough. The changes considered aren’t solely for the entitled 1%. Why you insist that the punishment of deprivation of liberty must be compounded with inadequate care & protection is something I don’t care to understand.

Thailand has the highest rate of female incarceration in the world and ranks #6 in the world in prison population despite having only 70 million people. 

They are all confined to a police holding cell at some point. The justice system has a duty of care for all people, victims and accused.

Not to mention the numerous held in detention for actions that are considered rights in a liberal democracy.
