Slowly but surely they all have fallen prey. The only place holding out is New Zealand. I think we will get to the point where there will be mass Covid/lockdown burnout. Lockdowns, or any other public health measure for that matter, are designed to keep the hospital systems from being overwhelmed. This is the whole "flatten the curve" narrative that was lost in the clamor a year ago. People who abide by the basics: masks, social distancing, and (optionally) vaccines, make lockdowns unnecessary. What makes you think they're "locking down rather than vaccinating" in NZ? 20% are fully vaccinated, down to 12 year olds, with Pfizer, and the roll out's going on steadily.
