So much compassion! Thais fleeing traffic accidents will never end unless the punishment for leaving the scene of the accident exceeds the punishment for the initial crime. And probably not even then. 
 

EDIT - perhaps a mandatory 1 year in prison supported by a nationwide awareness campaign ? Ignorance is no defense and all Thais rightfully fear Thai prisons.
