The high wages offered to illegal Chinese workers raised questions among Thai netizens as to why the construction contractor chose to employ illegal workers at such a high rate instead of hiring legal Thai workers.

There are many good reasons to pay higher than average wages to ones employees... however this being  a Thailand and China interaction I doubt that these reasons would be the motivation to do so... my guess is that there is a scheme being played out that is nefarious.
