Whilst it seems highly likely that a disregard for health and safety/maintenance was the cause of this tragedy it seems to me that the tourist bears some responsibility for not researching before taking part in a hazardous activity in Thailand as even the most basic research would have provided red flags to Thailands lack of safety standards.

Thailand ranks higher in safety standards than China... just saying.
