You must complete a passenger locator form online before you arrive in the UK. You must complete the form even if you are only transiting through the UK. ... You'll need to provide a negative coronavirus (COVID-19) test before you travel to the UK. The test must have been taken in the 3 days before your departure.

Wouldn't he also have to book and pay for a U.K quarantine hotel ?
