This is more so. Where do you keep it? In a pocket in your trousers, in a shirt pocket as you would a normal pen? It's certainly more likely to snag, as in the two cases mentioned. Does it have a safety catch? How is it triggered? Not with a guarded trigger I bet. There is 'potentially dangerous', by virtue of it being a weapon and there is 'dangerous by virtue of its design'. This is both the former and the latter. -
