She is way in over her head by at least 7 degrees... until she and the people in Bangkok understand that every year it rains and that water flows downhill they are doomed to fail... she failed first by blocking the flow of water out of Chiang Rai and Chiang Mai (so that they flooded)... she then failed to comprehend water flow for the entire North to South of Thailand... it has now caught up with her because Bangkok sits at the lowest elevation and believe it or not that is where water will ALWAYS flow.  Poor infrastructure management is the problem... for starters for every rai that is filled in by moving mountains the natural water runoff terrain is altered to the point of inundating the rivers... secondly, by not properly managing river flow and the sluice and dam system artificial and unnecessary flooding of areas from north to south will continue... until Bangkok accepts that the city and surrounding area was a disaster waiting to happen and do not learn from other cities that were built in natural flood plains nothing will change.
