It's not so much who, as what and the answer is naivety.  Travelers coming to Asia often bring their Western Heads with them, thinking, wrongly, that all countries adhere to the same legal safety standards as their home county and that all the locals they meet are friendly, open and have their best interests at heart; they are often very wrong.  This is particularly true for younger travelers.   Loas is bandit country, so is Cambodia, as are parts of many other Asian destinations, arguably bar Singapore.  You come here to Asia at your own risk but you had better bring a big dollop of suspicion, cynicism, awareness and mistrust with you too. Not to the extent of spoiling the experiences, but just to stay safe and healthy. These poor individuals didn't and paid the price.  Motorbike renters also  take heed and those who indulge in extreme activities, sports and so called 'experiences' here.
