For dog lover's only - Turkey's Stray Dog Massacre
The point is that culls don't work as some would think..... and as an example there was no cull in UK.. Netherlands became the first country in the world with ZERO stray dogs on the street.... there was no cull involved... a series of government legislations and of course CNVR. -

TM30 and residence certificate?
Maybe it's a hotel or condo thing, or linked to a short term visa. Mine is on my house and has no expirer date .
