How important is the actual paper copy of the chanote? Is it easy to replace if, for example, it was lost in a fire.

Very important as it proves a person's rights to land (ownership if it is a Chanote title deed) and registered encumbrances such as mortgages, leases, etc. on a property. A person having their name shown on the deed has the legal right to the land, and can use it as evidence to confirm the right to government authorities.

In the case of loss, it should be reported to the Police to obtain a Police report first, then take to the Land registry who may be able to issue a certified copy but can't replace the original.

Another question. Is a new chanote issued when the property changes ownership? Or is it that a new entry is made in the original deed?

New ownership details are recorded on the original.
