If one of the conditions of membership is Rule of Law (and that it is not controlled by the wealthy/elite), and uncorrupted Government Institutions, then Thailand aint ever going to be asked to join.  

OECD Interview Panel - So tell me Thailand, how did your last democratic elections go - was the Party with the most votes by far, able to form a Government?    What did you say?  The Party was not allowed to become the Government, and some months later the Party was dissolved/abolished, and the leaders were banned from political positions for 10 years?!!

That over there is the door - dont let it hit your butt on the way out.  (under their breath - effin tin-pot generals trying to gain some legitimacy).
