"He insisted that officers at Bang Lamung Police Station did not take the bribe and thoroughly searched Jungnam before allowing him to board the prison truck but failed to find the mobile phone."

Seems to me he was either NOT 'thoroughly' searched or he did indeed bribe an officer or officers to keep the phone. With the Royal Thai Police's reputation for incompetence laziness and corruption it is difficult to know which applied in this case.
