So the truck driver didn't park close to the roadway... What the hell does that mean?

Is the truck on the road or not? Did he have Any red rear lights showing? 

It would not surprise me if the bike rider hit the truck due to poor lighting and no rear lamps on the truck.  I hope the police check.
