As it is and shall be for the rest of the world as well... what's your point?  This is about the tourist more than it is about cannabis... much like the piss ants that get belligerent after they have downed their daily pints... all the legislation and prohibition in the world will not solve the social ills that have become so much a part of everyday life... it's time to "cull the herd" so to speak.
