It's rather simple really.  A code of conduct and a book of military law. 

Nobody in the services are exempt under Military law.  

NZ military have the Armed Forces Disciplinary Act which states offences that are punishable.  Anyone in the military can read it. 

Striking a subordinate is punishable as is offering violence. 

Get the basics right and generally the rest will sort themselves out.

Good luck with that, in all civilised countries such laws are in place AND policed, in Thailand where the military hold so much political sway I would not hold my breath!
