This prik needs to be tied up and slapped around.  Let's see how he enjoys it. 

What an A Hole.  I'm not sure what annoys me more, this behaviour or blaming drugs that he's taking as an excuse for such outbursts. 

Just a PoS from the sound of it. 

I hope they find the children and his sister a nice safe home.

This is the common excuse that is given in most of the cases. May be there should be a common punishment for such common excuse. Hang him upside down and whack is buttock till bleed so that next 21 days he cannot squat on the toilet.
