Surely all you need is a boat with a good high pressure pump that can suck in sea water and push it out a nozzle. 

Like a Hamilton jet boat operates. 

I wouldn't think it would be too expensive but then,  as soon as you add marine to any machinery the cost doubles if not triples. 

Seems easy enough.
