If the grandparents raised the kids then they should get the hand out. 

The defaulting parents should get a kick in the backside for being irresponsible.

The parents are providing the financial support for the grandparents to take care of the kids

 

Many of them aren't being irresponsible 

They are out working paying for everything 

 

 

Obviously there are bad parents as well

The bigger issue is Thailand puts a figure on people 

 

Usually poor people 

 

They pay the poor for lives taken and move on and those responsible face little to no consequences

 

That's the big issue

Indeed, if it is proved that regular transfers were made to the grandparents to contribute to the kids' upbringing, then it can be legitimately argued that the parents were involved in raising and supporting them. But if they just dumped them with the grandparents and then just went on with their lives as if they had no children (and there are many who do that), then of course they should not receive the money.

Agreed

 

And I am sure some of the "dumpers" would certainly come out of the woodwork

imo, the siblings of the deceased children also suffer. A portion of the compensation into a trust fund for them is probably too much like hard work for some…
