He could be a Filipino... fell for one of the oldest tricks. 

Must be new here, otherwise you wouldnt head up town showcasing your gold.  Asking for trouble

Most likely it could be an Indian National from Southern part of India. Because Fernandes is a common family name among those Portuguese decendents.

Could be another fake stolen necklace report, in order to claim the insurance when they get back to India. I thought that the Indian travel insurance companies had clamped down on that, and now refuse to just accept a police report as evidence of actually buying the jewellery.
