Why should the public pay for it? How did the flood occur in the first place? It is Natural disaster and the country disaster management has to take full responsibility to clear the mess. Aren't people paying tax to the government? If the flood occcur due to the break in its bank, then how is supposed to make sure that the river banks are strong enough to hold the flood? Who is supposed to ensure that proper dregging is carried out so that the water flows faster without being stangant and back-flow? It really puzzles me why should the people bear the costs as they have already lost everything that belongs to them and are standing stranded on the street. And with this they are being stripped fully. How are they going to build back their lives?
