How about instead of just investigating it, ordering your subordinates to get off their backsides and pay the soldiers what is due to them. 

It'll probably be another month before any report is ready. 

In the meantime the soldiers are probably doing more menial tasks for their CO like washing his wife's under garments.... Yes history does repeat!
