Hopefully all will be demolished, cleared away and the land restored to its former state ALL at the expense of those who built them. Or will a large brown envelope make an appearance and the problem quietly goes away?

Well there's going to be some big brown envelopes in the mail very soon. 

Investors will not be pleased in having no leasees on the books. 

Hopefully the authorities will stick to their guns but I somehow doubt it.
