It's all quite simple really... the customers must know what their past usage was or have a fair idea as to monthly usage. 

Nothing stopping them going go the water dept each month and putting money onto their account

Thereby taking the sting out of any future invoice/bill.  

That's probably asking too much,  more likely they thought it would be free.... no point in crying about it now.  No sympathy from me.
