Well the cleaning is a mammoth task. May be the different agencies can work to gether to get more helping hands by just bending the rules a bit. One way to get fast response is to engage all those tourists who have overstayed in the country to volunteer in the cleaning activities. There by pardoning them without any penalty and extending their visa for another year free. That way many will come forward and help in the clearing of the mud before it dries off. May be they should quantify that each person has to clear a certain quantity of mud to qualify for that pardon.
